This is where Oolong lived until he was taken away on Bulma's first quest, along with Son Goku. He presumably was able to afford the grand mansion through money he acquired from terrorizing the nearby village. He kidnapped three young girls from there too, but they walked all over him and revelled in the available luxuries. When their parents came to 'rescue' them, they didn't even want to leave.
